@bigbengamer The rulebook says that the ref is a part of the field. You do not redo the play. If a player runs into a ref and falls to the ground, play over next down. If a QB throws a pass and it hits a ref and then falls to the ground, inc. pass next down. It has always been that way.
The ref could have got out of the way better, but he had to be surprised that the QB was making the mistake of running that far backwards. Notice the QB actually changes course right before the collision.
