If I could step back in time to that, just for a day. Chico was prime then.

More like every weekend as I remember (I was a pipsqueak). It's not so much regulated as it is literally washed out. Storms in the mid 90's wiped out the entire beach. Now you have to float down to a beach just above Scotty's boat landing...and yes, they've regulated the hell out of it now.
