Yes, there is actually an explanation for why it's snowy on the way to the Den of Wind. In Fantasy Chapter, that is. Or at least I think the same explanation applies...

Slight mistake: the Bandit that was taken hostage is supposed to be a girl, given a later scene and her slightly different sprite. (Which helps explain why they want her back so bad.)

I didn't have any furigana for Qiu Jin Lee's name, so I pretty much just made my best guess. Part of which was the assumption that it should be Chinese. (Because come on, Lee.) If anybody knowledgable thinks romanizing 李 秋瑾
as Qiu Jin Lee is dead wrong or something, let me know in case he shows up again. (Not that I'm aware of him doing so, but he DID get away...)

Incidentally, I still have no idea where Reimu is supposed to be during all the regular scenarios, nor why Koki keeps calling attention to her absence by pretending that she's around. Because here, Jihad has his right-hand man carry out this kidnapping business solely to distract Reimu from his invasion of the SDM. And while this is thwarted by Meiling coming instead of Reimu... Jihad succeeds in invading the SDM anyway. Maybe I missed or forgot some bit of fluff that explains it, but even if so, I don't think something that important should be that forgettable.

And, uh. Vampires in robot suits. Can you tell Koki likes mecha a LOT? And would probably rather be working on his Super Robot Wars game if he weren't already committed to TAL?

@snowyarticuno Not to spoil anything, but yeah, she's one of the party members in Fantasy Chapter. But it takes place about two years after all the regular chapters (save for Wild West), and from everything I've seen so far it doesn't really explain where Reimu was during them.

Maybe Reimu is taking a vacation (she sure seems to want one in Touhou Mother!), which is why the GSPO is around. People like Ray Jihad and the kidnapped humans in Hourai Chapter might simply be unaware that she's gone.

Anyways, 李 秋瑾's phonetics would be Li Qiu Jin, but I think your romanization is okay. Similar to japanese (I think), the first letter is usually the last name and the last two are the name.
