Raising the leaving age to 18 is a disastrous idea.
The difference in student behavior in year 11 and sixth form/college is remarkable. Suddenly anyone who decides to misbehave can be told they don't have to be there instead of being given the empty threat of 'detention'. Morons don't want to be in school, let them leave and allow the intelligent pupils to prosper without them misbehaving.
Treat youngsters like adults and they behave like adults.

As for the issue, I hope the UK won't make the same mistakes we in the USA have made by forcing everyone under 18 to stay in school, thereby degrading the educational system and turning it into more or less a free babysitting service.
