Improvisation does not require that the notes necessarily be related to the chords. Carlton used to stack major and minor triads and modulate them over super imposed chord progressions within chord progressions. Holdsworth builds his solos over modal substitutions of a chord's extensions, etc. Background chords are only a "loose" framework, not a solid box...outside/in playing requires bending the rules of harmony a bit! As long as you land on a "good" note anything goes inbetween!
