That is a french twist comb. They have several different kinds at Claire's. You can see closeup pics of them here:

Snoo1809 - Try making a longer loop and then wrapping the ends around the base of the pony (rather than trying to tuck inside because it's probably too much hair). Perhaps use hair sticks instead of a comb since the loop may end up being too thick for the comb. Good luck!

It's harder with layers, but if you do it wet with gel, that helps.
