I think women do not need incentives to go to safe hospitals, they better need all kinds of contraceptives and not bring more kids to suffer.

Off course having babes is their right, but bringing human beings to life requires responsibilities, if you can not afford to have a child then use common sense and protect yourself, because u can not expect others to look after your own child necessities.
