A "Mr." or "Mister" means "ship mate" and is one who is SUBJECT to the law of the vessel, whether that ship by a real ship or just a legal fiction such as a Body, Society or Trust.

If someone claims that you stand under some "Law" and you have never agreed to or submitted to stand under that "Law", then challenge their jurisdiction by asking them to produce a "proof of claim" of their "authority" over you, such as a proof of contract or proof of standing under some Body.

It looks to me like the Sheriff's trying to help this bloke, expressing his reluctance to perform his odious duty and offering advice from his limited knowledge, but Mr Wilson's all mouth and no ears. He's digging himself deeper in. If he wants to excercise his rights as a self-directed soveriegn individual (an anarch), he'll have to play smarter than this; give respect his opponent and represent his true self by speaking his truth calmly in his turn.

Government legislation only applies to those that have given consent to be governed. If you never voted to be re-presented, how can someone claim authority over you? They can't.

The highest law is Common Law true. Then there is the law equity, then common law jurisdiction, which has been taken over by Civil Law. Statutes can only over rule Common Law with your consent. We, as individual human beings are the supreme law of the land. The created can never have authority over the creater.

Look, for over a decade this Wilson character has been blaming everyone else for his financial misfortunes. He has wasted taxpayer's money by repeatedly bringing trivial matters to the courts.

He probably lacks the spine to admit that he has been wrong for the past decade. Or perhaps he's seriously deluded, I don't know.

You keep saying he broke the 'law'... who is the injured party? The fictional 'state'?!

Off topic question... all of these homes that are now in foreclosure... are the banks now paying the property tax? If not... WHY NOT?!
