Although I Do Agree On The Similar Sound Between this and The Birthday Party because of the screams Dave Did.
But Calling this a Ripoff is rude.
Kevin has his own style and Rowland his.
That's like believing in something you don't believe but you end up not.

Im An Experimental Guitarist and the Guitar Here doesn't really sound like Rowland S Howard.
Rowland Had a Creepy style of punching notes and doing a lot of Noise.
The Guitar work here seems as If Kevin left his guitar doing some feedback then looped it. The intro is bit more far to what Rowland would do.
Rowland is less harmonic he Liked to slash through a lot of notes and drones.
Kevin is more experimental and concentrates in tones and riffs
