So there were 25 skimmer that could have collected over 2 million gallons per day for over 2 weeks, but weren't being used because their discharge water doesn't meet the clean water rules??
It sounds like we have some bureaucrats who are more interested in paperwork barriers than the kind we need between the oil and the Mississippi Gulf Coast beaches.
