It's about stormtroopers infected with the Blackwing disease, which if I remember correctly, was originally designed to have something to do with weapons... but something went wrong and caused them to die a horrible death and come back to life again.

He actually said "As result of your repeated failure to acknowledge our distress call I hereby autorise the salvage of your ship, prepare to be boarded."
