I was missing a skill too for a long while until I looked at the list and actually realized I was missing Brainquake.
Two of Ryu's skills can only be obtained from one version of Tantra's "fusion" form. Kill Deegon in IndustTwo 2F North then fight the rematch against Tantra and you can steal Ryu's Brainquake skill from him. Then SOL Restore and kill both Deegon and Geegagis and fight Tantra again so you can steal Crimson Raid. (The 3rd skill can be obtained elsewhere.) Hope that helps.
