it would seem I was a bit wrong on this...it isn't The Killer Barbies after all...it is a custom song made for the game only from what I can tell, but I'm not 100%
It is available on the soundtrack though, but only in its Japanese version.

That's not really true at all.
Many games, films and stories made in countries with a consent age of 18 or 21 have sex symbols or titillating characters who are well under the legal ages.
They just make them hot and people like them.
It's only when forms of media make young children sex symbols that people complaing

Here's the thing about Candy Cane's age; they don't have to worry about "age of consent" when dealing with their sex symbols. So, Candy Cane may very well be 16 or 17 in Japan; but if she's gonna be a sex symbol in a game sold in the States, she has to be 18.
