You can type "mugen guanyin" and "mugen L-Reimu" and see how cheap they are.

They don't overkill. I mean not even attacking, nor defending or stuff.
They don't move and the opponent gets disappeared as soon as the screen turns into the battle stage. That means they don't kill opponents by doing something, but they just shows up and making "no opponents" since very beginning of the match.

BTW, the current cheapest characters are Guanyin-32Vista, L-Reimu and Y-Mashiro-F.
They have all same killer code.
