No it didn't? It might have taken 3 man years, but that's what server farms are for. So you are saying that one part of the process took 3 years? Which part, the render, the writing of the animation software, the rigging, the animation, the texturing, the lighting? There is more to animations than rendering. The rendering was the easy part.. That can all be done in parallel. Furthermore they rendered it at about 1024x1024, not 8000x8000 like Tron was with Crays.

Note, they didn't have Anti-aliasing in the days of tron.. They wrote every pixel to a film recorder. That's why on some videos of Tron you can see the wireframe animation sparkling. It was fitting because there was a similar problem with their film process, the constant flashes in the tone was due to a inconsistent film stock that the rotoscopers were using in Korea (I think).

Anyhow, I doubt Toy Story took 3 years just for rendering. Computers then weren't that slow.. Look up the DEC Alpha.

Did you know: Dreamworks put into planning for production of the recently released movie "Monster vs. Aliens" about 5 years ago? & Pixar took an even longer 7 year stretch deadline for the movie Toy story 1 & 2! And Sony computer entertainment along with square pictures Final fantasy VII advent children was set for production in 2003, but was only supposed to be set for 20 minutes, & came out just two years later!

toy story 1 took 3 years to render on the largest super computer as it used ray tracing. Plus, that's due down to the fact that it was developed during the 1980's :D
