The ACAN called for an Aircraft capable of lifting 39 tonnes. In the spring of 2006, the Russians sent a delegation to Ottawa to offer their Il-76MD-90, an aircraft capable of carrying 50 tonnes. It sells for 50 million, one fifth of the price of the C-17. The fact that the IL-76 exists and is in production made the sole-source contract to Boeing Illegal under Canadian law, this regardless of whether the Liberals did the same thing when they were in power or not.
