Good Technique, but this solo is completely not musical and boring.. He got the technique so next stop for him should be learning how to actually improvise not just play random scales.. I don't care that he's 13, beacause propably he was practicing at least 2-3 years before this - enough time to get the technique to that level (if you're actually practicing, not noodling on the guitar)
