Man I hate it when belts do that! It's not a fun easy job cleaning that stuff off! I have a nice Sony stereo with cassette where one of the idler's rubber had deteriorated. Luckily I had a parts cassette mechanism that had a wheel that supplied a new rubber ring.
That's bad! Deterioated belts are always a mess! I'm using cleaning petrol to clean that stuff away. You'll net a new flat belt for the cassette deck...
I'm taking my replacement belts out of cheap old junk cassette decks. So I don't have to buy belts :)
Household ammonia is very good for cleaning up this goo. But it is such a messy job! WHY did so many GOOD manufacturers use these junky composition rubber belts? TEAC, AMPEX, Philips -- good names with BAD belts!
You can get an assortment of cassette drive belts on E-Bay U.S. Just search for "cassette belt". But if Fisher used a flat belt (I can't tell from your video), that will be harder to find and more expensive.
