What do you do if it doesnt come with a powder scooper? How does that whole alternative work?

Lee die sets almost always come with a dipper. If you don't buy Lee dies, you can buy the full set of Lee dippers for something like $13. (I have the set) Without the dippers, one would either weigh each powder charge or use a powder measure with a table of equivalents. Powder measures are faster, but this is how to do it accurately, safety, and on the cheap. Don't let anyone tell you that you have to weigh each charge to be safe. It just isn't true.
