Shouldn't that bell be ringing constantly? It only dings every so often, but I can hear a grinding noise, so I assume the thing that drives the hammer is working, but the hammer isn't making good contact with the bell, perhaps the bell needs to e adjusted?

That granding noise you hear is the sound of the gears in the coded pull station. The bell works as it should, as it's single-stroke - it's supposed to ding only once when current is applied to the bell. The pull station creates a mechanical relay coupled with the code the pull station does (4-2-1), and that's what the bell clacks out.
