@blackopman100 The reason Sandman wasn't in the show at all and Electro was introduced so late in the series was that they were going to be villains in the Spider-Man movie James Cameron was going to make in the 90's (That's also the reason this series never really had an "origin" episode).

By the time this episode was made, Cameron's plans had fallen through, so they were free to use Electro. I guess they didn't have enough time to get around to Sandman.
