Jerome Mafeni provides unique insights into key Focus Areas for Partners International Foundations Healthy Africa Scenario's Exercise (HASE 2008) January 2008 during Workshop 1 in Accra Ghana.
Jerome Mafeni, MPH, MDSc, FMCDS, FWACS, is currently the Chief of Party for the USAID Nigeria Bilateral ENHANSE Project, primed by Constella Futures (Former Futures Group International). Dr. Mafeni has accumulated considerable experience in international development research and planning, monitoring and evaluation strategies, strategic planning, policy analysis, information technology, and economic management from more than 16 years as both a lecturer of Dental Public Health at the University of Benin, Benin-City, Nigeria, and Assistant Director (Research and Administration) at the World Health Organization (WHO) African Regional Centre for Oral Health Research and Training Initiatives (ARCORTI) formerly called the Intercountry Centre for Oral Health for Africa (ICOH). Since joining the POLICY project in 2000, he has acquired a great depth of experience working successfully with various public and private sector partners in Nigeria, where he has worked on strategic planning for HIV/AIDS for the national response, for states, sectoral ministries and civil society organizations. He has also been involved in the design of the Nigerian National Response Information Management System (NNRIMS) for monitoring and evaluation of the National HIV/AIDS response as well as the development of the National Policy on HIV/AIDS. Under his leadership and direction, the project also provided technical assistance for the development of the National Population Policy, Reproductive Health Policy and strategic plan, and several other operational policies and guidelines in Child Survival and Basic Education. As Country Director, he collaborated on USAID projects in Nigeria, Ghana, and Senegal and offered the type of leadership that built the project into one of the largest country projects of the global POLICY project. As a result of this leadership, he was appointed to head one of the 3 major bilateral projects of the USAID in Nigeria and is the only non-US citizen to hold such a position. He was also in June 2006 elected to Chair the Country Coordinated Mechanism of the Global Fund for HIV/AIDS, TB and Malaria (GFATM) where his vision and style of leadership has restored major grants in excess of $250 Million back to the country.
