Is Obama planning to have a Civilian Security Force in addition to the military?

This ALREADY EXISTS. It's outlined in the U.S. Constitution... it's called "the MILITIA".... but since the "militia:" would most likely be comprised of LAW ABIDING CONSTITUTION loving Citizens..
