You are not online and yes, the GPS signal is freely available from satellites.

You would need to buy an iGPS360 module, that is all.

I encountered a problem about the driving directions using wifi. When I entered my current location and my destination, its stated "Cannot route your query". Help Plssssss.

Use the Routes Manager button instead of the Driving Directions button. I think it is a software bug.
