The clinton 'twofer' construct serves 2 purposes:
1-conflation (One is not enough), which is sometimes followed by
2-bifurcation (Taking both sides of an issue)
The Mark Penn/Colombia scam is an example of the latter.
What it's about: The wife conveniently opposes the Colombia free-trade agreement as the husband, Mark Penn, Harold Ickes and Joe Lockhart lobby aggressively + exclusively for it.
