He's laughing because they could blame everything on Bush, instead of the real criminals: Mayor Nagin and the governor. For reelecting Nagin, the idiots of NOLA get what they deserve.

They are horrible human beings,and should never wish a hurricane on any one. I live near the Houston area and we just went through a hurricane. People lost their lives, and it is nothing to joke about. I live close to Galveston and stayed through the storm and I saw the damage these storms can inflict.
