a concreat counter block has either fallen off or one of the shock absorbers has just seazed up at full spin. balance sensors are active all the time, but at top end, are unable to react when it gose wrong.

somthin musta shifted during spin, upright machine have that problem. They normally have a safty cut out but at 1600RPM it will just kill the machine!
If your getting a new washing machine, go for a side loader, more ECO, more safe, more gental (and often bigger)
