There were WAAAAY more differences than just mazes in Pac-Man and Ms. Pac-Man.

Other games that Midway released under the Pac-Man title like Jr. Pac-Man, Baby Pac-Man, Professor Pac-Man, and more caused Namco to stop their relationship with Midway to distribute Pac-Man games after the release of Pac-Land. Namco bought the rights from Midway for Ms. Pac-Man since it was a hit and such a great game.
A company called GCC (General Computer Corporation) made a hack of Pac-Man, therefore changing up the formula a bit. They named it Crazy Otto, the main character being a Pac-Man with legs and a backwards blue eye, and the monsters/ghosts had antannae and... feet!
They showed the game to Midway and they were so impressed with the hack so they bought the rights to the game. They want to release it under the Pac name, and they chose Ms. Pac-Man, changed the title screen, added sounds, and released.

@nwest1140 Some people like it, some people don't. Me personally, I think it's a good change from the slow version. I left regular Pac slow, so it's the best of both worlds.
