Roadside turbines = wind powered snow melting - under tarmac road heater
Or, alternatively (when winter prevents driving) adopt the more efficient philosophy, I call - "see snow - don't go"

looks like a vawt designs for turbulance except the axis is horizontal, pretty clever I guess as then the stress is going to be down the axis rather than against it, probably letting the bearings live a lot longer and reducing frictional losses.
