Failed launch, then assisted launch at Craigowl. 'Unsafe regression', this is the tendency to revert to your first learned habits... in this case to the bad training (40 mins airtime in two year during BHPA EP then CP 'course'!) fortunatly with the use of the 'side' launch point the wing did not end up on the razor wire security fence..
does he have licence?

Are you asking if the other pilot has a R/T licence? R/T use on the club (one of the gliding freq's) Airband channel is covered under my CAA/NATS licences so the pilot does not need to have passed exams to use that one.
Students can only call ATC (prior to passing the FRTO exams) while under training and flying one of the club paragliders that are also ***UK registered aircraft*** i.e. so NOT when flying their own (unregistered) paraglider.
NB There is of course NO UK PG 'licence'

thats why so many CP have death crash

It's one of the (MANY!) reasons... of course BHPA training has also resulted in EP's (i.e. still under instruction..) as well as a good number of 'P' & 'AP' deaths (including amoung BHPA Coaches & Instructors....)
The BIGGEST problem is not the amount of training airtime but rather the 'theory' (so also practice & procedures) in 'normal' PG training... 95% of what I teach DIRECTLY CONTRIDICTS BHPA training.. 75% of my students are RE-training BHPA 'pilots'!

Duncan is an Aberdeen club BHPA 'coach' and has a 'CP' RATING from the BHPA..
NOTE: the best example of BHPA standards I've recently been told about was a CP (Novice) RATED pilots who after over a year training (EP & CP)... AND after a couple of post-CP flights had a grand TOTAL of 20 (TWENTY!) mins airtime...
It's not just me who holds BHPA 'standards' in such low regard, Tim King (BHPA Inst.) commented in Skywings that a LOT of CP's on trips abroad can't launch without assistance
