I don't need evidence, ask around, when you say fluent people will not say being able to "get around" , I could buy a a phrase book in any language and be able to get around asking directions and how much something costs, making reservations and stuff like that, so maybe you should have specified what you meant by "being able to get around". Anyone can "get around" with just a basic knowledge of the language so you obviously must not know what that means if that to you equals fluent.
