As a PE teacher, I am concerned about "elimination" tag games. If there is a statement in the tutorial about the teacher "helping" students who have been "out for a while", I think we need to modify the game to eliminate the problem. We play the same game but if you get out, you move outside the playing area and do a physical activity to "earn" your way back into to the game. Using this best practice concept, all students are engaged in the activity and there is NO wait time. Just a thought.
