Does this include convicts serving a long term (5 yrs over) jail sentence?
If yes, our prison housing system is in such a deplorable state, it automatically ages its victims to "weaklings" b4 they are released. How then do you hope to mobilize this "weakened human resource" into a manpower demanding venture like Agriculture?
