Condition 2: Higher winds and lower visibility
Condition 1: Highest winds and little to no visibility
This was probably condition 2 because of the visibility. During condition 3 weather you can see a lot further down the road towards the dorm buildings than you can in this video. There's a lot more of town missing here.
