The second month is you switching to a different varible rate in order to dominate the deregulated market. I've done this for 6 months and I've never paid more than $0.055 per kwhr. This is only the case with Oncor service areas and it does take responsibility by the consumer to change at the end of every month. So if you are lazy, busy, stupid, or otherwise do not think that you could do this, you should shop for a low fixed rate plan on powertochoose website.
