This transmission sounded like it was not made by a reading machine, as it had been normal back in the heyday of shortwave number stations; this was more like a live broadcast or a recording made by a human, i.e. no voice synthesizing.

It might be a pirate inspiration of the "E15" number station, since the 11MHz frequency range was notorious for its unlicensed use. Actually, there were some CW (morse) contacts on the same frequency when this message was playing; either hams or Russian navy.
