Has this chinchilla died yet? There are sooo many hazards, people like this should not be allowed to keep pets. Live electricity with trailing cables, lots of chewing hazards, people not watching erratic curious easily injured small animal with fragile bones!!! Please someone report this owner and rescue this pet, before it gets injured/ dies.
