Funny that they would give notice, then say that they didn't know what it was.
Still doesn't explain how an object that was moving at tens of thousands of miles per hour was still in frame for 10 minutes.
This notice is in reference to relatively small 'missiles' launched daily from aircraft and sea vessels. Why does this plume look as big as a shuttle launch? Even a minuteman rocket doesn't leave such a large trail, and certainly would not be visible for 10 minutes. You cannot ignore this.

errr, the date this happened was 11/9, not 6. what you're looking at was october.
