Confusion?
I really don't see how the concept of any human as a 'monster' fits into any part of Kieslowski's Dekalog. The idea that some may be slightly more flawed psychologically or socially perhaps, which in some cases might lead to more proactively destructive or cruel behavior, is there...but 'monster'? Not at all.
Whoever that guy who looks at people is, he's looking just as sadly at you and me as he is the murderers, rapists, and the like.

Każda część dekalogu zniewala muzyką. Jednak tylko z obrazem Kieslowskiego i Piesiewicza zdaje się byc całością. Arcydzieło.
