I don't think he flip flopped. I think he is just lying now to get to be president. If he would be elected then he would continue as he did when he was governor: Bring in more illegal immigrants.

Or Ron Paul. Ron Paul is the only Republican that Dems and Independents would consider voting for. Giuliani delayed and then came out weakly against the Senate amnesty bill.
