Compressor surge is when the charge is forced back over the compressor wheel, not the turbine wheel. And frankly, its really only something to worry about when it happens on throttle. If it happens off throttle, it may sound ugly and cause a bit more lag when you shift, but ultimately it wont have a real noticeable effect on your turbo's life.
