I'm surprised Tijuana hasn't set up more vocational programs for people like these. You'd also think with no identification the government has them somewhere on record and can give them identification papers like how the united states does things with their social security office. Eventually these people won't even be recognized as citizens of their own nation..look at how the cops treat them!
