just make a regular stick and make it white (or whatever color ur backround is) and put in frount of the head,make it bigger or smaller to indicate lip movement

that's easy.
you just make a short line figure. make it a little fat and add it to the animation.
then you just set the figure color to the same as the background color.
then you just move it in th stickmans head and it loocks like it talks.
