This song is totally J's way of apologizing to Lou.

That's J responding to the negativity between Lou and him, given their shady past.

"When I needed you came through."

Lou's returning to Dino Jr despite the past.

And of course the title Over It is J saying he's accepted the past and he wants to make amends.

I'm so glad the original lineup of Dino Jr is happy and great.
