If you mean does Vista have Window Movie Maker apparently it does. Sorry I don't use Vista myself so I'm not sure where you find it or if the XML updates that are used to create this effect work with the Vista version.

It's good but what sucks about this is that you can see the split screen line, i wonder if there is a way to fix that hmmmm...
