I will not give you the code with this event but i will give you only the code to get palkia or dialga to complete the sinnoh dex (for them who use the emulator and cant see palkia or dialga ,to complete the sinnoh dex).

WRONG!!! U can catch a lvl. 86 wild Magicarp at the resort ( town under route 229 )

U just need the Super Fishing-rod.... The Monster of the resort is in the little little lake in the town under route 229 (resort or so)

arceus is the highest level pokemon naturally in the game, except for the level 81 pikachu ash has in GSC at gold mountain(that is it, right?).
