As we stated in the review, probably not when blinking, but probably ok when on steady. At very low speeds in fog or poor visibility, blinking probably ok. But the point is, if it makes you more visible or even saves a life, the legal issue may be a moot point.

Don't know about battery life, LEDs take such little power that it will be years before I'll need new batteries. Not sure if they have a summer vest or not...
