1. Select the eye with LASSO TOOL

2. Go to Image - Adjustment - Hue/Saturation

3. And move left or right the top line.

a) you suck, everyone can do a stupid layer overlay in photoshop and most ppl better than you. and

b) blue eyes are better so why do you change it
