This isn't from 1997, Tails didn't have blue eyes until 1998.
and this is from 2006 because Amy Palant voiced him at the time. (Now Tails is voiced by Kate Higgins)

Sorry, this is an unoffical talking plush. You say this plush was from 1997, but as you can hear, the voice is Amy Palant's. Amy Palant took the role as Tails in 2003. In 1997, Tails still had the voice from the american shows produced by DiC Entertainmenet.
