First off, that is NOT dish network, their service is not $149, SECOND, they would need your full SSN (not just the last 4 of SSN) to open an account, second of all, this bozzo said all he needs to know is the last 4 of the SSN then he can charge any of the customer's credit card. Sounds like a Phising scam and NOT Dish Network. Their programing packages start around $25 a month to $90 a month.
